I'm a newbie here (see my intro in readers rides) so please bear with me.

I've just bought a very rusty '86 T25 DG and want to address the worst of the rust first and do the rest bit by bit as I go along.
I'm getting water ingress that pools in the drivers footwell, I've traced this to the area around the washer jet being rusted out, poking with a screwdriver has left a hole about an inch or so diameter around the jet so I've filled it with sealant for now but i'm looking for recommendations for a better fix.
Is it safe to mig weld a plate over the hole in this area without removing the windscreen and is there anything behind the jet (apart from the jet feed pipe)that would fry if I did?
or am I safer riveting the plate on and using sealant?
