im swapping fuel tank... where does this bit go

I had a strong smell of fuel for a while so I decided to take it off today and repalce all the pipes. I have found that at the top of the expansion tanks there was a valve of some sort with a pipe leading off. I have broken this can some one advise what it was called please?, also can someone tell me where the pipe should be connected to please?
