handbrake help

ok. I have two vans.
1990 caravelle hightop. Handbrake is fine. Will hold on a hill.
1984 panel conversion. Handbrake passes mot..but I cannot pull it on hard enough to release for a hill start - some fancy foot-work with brake and accelerator ensues!

so what do I need to do to get the hanbrake to hold at a position I can release it!?
