Should there be a hole here?

The cap for the overflow coolant tank appears to have a little hole drilled through it then gunked up. Should this be there or do I order a new one? Would this also be a contribution to why it empties its self somehow ?

three holes in the top of tank as standard to let it breathe, not in the cap

Ok so a hole in cap shouldn't make any difference if that tank is not pressurised?

Tank behind number plate flap is vented yes, if you remove it you will find three holes in a tab in the top.

My top up tank cap had a hole in it,I think caused by a previous owner drilling right through when fitting a number plate ! I overcame it by making a disk of inner tube rubber to fill the inside the of the cap.
