A friend of mine worked at a local garage. The owner of the garage reserved the right to sell any car that was left on his land for longer than 6 months to recover repair and/or storage costs. He has apparently done this dozens of times over the last 20 years.

I also rented a barn from an old chap who hired out parts of the barn for vehicle storage and he had done the same as the garage owner several times.

If in doubt take proffesional legal advice to protect your position.

It is very strange arrangement really, something that can cost £50/60K or more, has so much legislation & legal requirements attached to it, yet has nothing starting who the owner is. :?
As said Plate is stuck with vehicle, unless you spend large amounts of money, & I very much doubt its worth anywhere near £1500 to a middleman.

Why is it getting so many bids though? To me, it seems as though it's at it max value?

It's different if the selling party is a business. But if both parties are average Jo the law is an ass. I'm only going from experience not the law book by the way.

Bidding has to be fake surely. Non runner. Could have knackered box, vc ect no way of telling.
