We stayed at Kelynack Campsite last summer, which is a bit futher south that St Agnes. But its in a beautiful part of cornwall. The facilities were 100%, some of the cleanest I have ever seen!!!! Its near some of the nicest beaches, and they take dogs.
As for shelter, as its actually a few miles from the coast its not as exposed as some of the more costal campsites. But its only 5 - 10 mins drive to Sennen Cove. There is plenty of trees surrounding the site and the EHU are around around the edge of the site so you get quite alot of shelter from trees / dry stone walls depending where you are pitched.
Friendly site, but can get busy - espcially over bank holidays! Walking distance of some nice pubs and excellent fish and chips!
