my old Jx only had one, you may have a split pulley if you have 2 belts. you need to remove the bolts and split the pullley on the pump there should be spacers to give you the correct tension i.e the more between the 2 halves the slacker it will be and vice versa. My old 86 passat td had a similar setup, hope this helps.

Tis important to get the right size belts , especially the width or they will never tighten.
my 86 TD was specified as 9.5X643LA as the coolant belt and 9.5 x 600 as the alternator.
This should be stamped on the outside.
if you over tighten , it will bust the water pump bearings.
very fiddly and easier if you take off the top up tank.
