My petrol return pipe was deliberatly blocked, wonder why ?

As I was re-connecting everything up (before the heavy rain stopped play :( ) I discovered that the petrol return pipe, whilst looking fine and connected up as it should be, had been bunged up with a 1/2" long piece of wooden dowelling.

It has been like that for 4 years (since I bought the van).

The pipe back to the tank looks fine, so I have unblocked it.

I was wondering why anyone would do that.
Got a new van, but it's a 165bhp T4 [shock horror] Accurate LPG Station map here

someone forgot to take the bung out when doing some work on it ? ?
