Because as an ex army van it would have had some energy zapping radio equipment.
The second alternator would charge an extra set of batteries just for that.

if the german army are like us brits the other altornator would be fitted to charge the radio batterys that used to be fitted in the rear, they will be a lot higher amp rating so could be good for a split charge sytem but i would fid out the output of the second alternator!!

Best check first what you actually have and haven't got.
Some of these exarmy vans stand around in depots for a while before they finally get sold off. Maintenance people would often help themselves to bits and pieces.
Originally there would have been a 24V alternator and battery system complete with all the wiring.
In my case everything was ripped out and the 24V alternator replaced with a non-working 12V one (including botched bracket for it) which now is good for nothing other than keeping the fan belt taut.
