What's this?

Hi just been having a look in the engine to find any tell tale signs of what might be wrong. I have a 1.6TD, 1989 and it's overheating and the cooling system is pressuring, hoping it's not the head as it was done little over two years ago, but the water pump and thermostat have been replaced and the system has been vacuum flushed to get rid of air locks. Whilst having a look though I found this (pictured) hanging off with the rubber bung not secure, could this be anything to do with the issue? It is burning a lot of oil also so this could be related? Googled the part number but not much luck (068 129 101) and the manufacture number (39 111 70 914). If anyone could help in identifying it and may know what it does would be greatly appreciated.

As Kev said ^^^^^ I'm no expert but it looks like the engine breather canistor and grommet to go into the cam cover (although shouldn't it have a pipe off the breather the other way?)....stops oil residue being blown up through the breather.
