Jammed JX 1.6td wastegate

I've disconnected the actuator rod and removed the exhaust, spent several days with penetrating fluid trying to twist the actuator rod with a spanner and tonight a few sharp blows to the edge of the toilet seat valve with a rod and hammer, but can't free it off. Is it usually the spindle that siezes or the valve that sticks shut. Any suggestions for what to do next?

After more penetrating oil, blow torch and tapping,what i believe to be the wastegate valve will now rotate on it's seating (so I guess it has to be a disc rather than a toilet seat, but I still can't make the spindle rotate - any ideas on whether it's usually the spindle that sticks; and if so, how to free it appreciated.
