Spring in a spring !!

Hi
I'm looking round for a T25 Westy at present. When I was viewing one today, I knoticed at the rear that within the main spring there was another smaller spring fitted?

Not sure if this is standard on all T25 Westy's or if it's been fitted for some particular reason? The vehicles height is pretty much standard. If anyone has any idea why there is a double spring system, I welcome being enlighted

I'll have a guess and say they are assisters and someone has fitted them in the past because they have been towing with the van........
