Ah, a diesel comp test, you're confusing what you read about petrol comp tests???
No, they're no good for a diesel AFAIK
You'd be looking at 350-450 psi. and as always, consistent and even across the board.
Hot engine more relaistic but as cold gives better reading,s you're obviously way out there.
Does it even start and run OK? Oops, non-runner, oh well..
I suppose if it hasn't run for ages, oil has drained down, might improve after startup, IF you can get her going, then fresh oil (has got oil in it?)

Where abouts in S.Wales are you? I may be able to offer a second opion and a bit of help if you are not too far away.
not wishing to insult you but are you sure the timing is correct? from my own personnal experience it's not always obvious which is the TDC mark on the flywheel (or pressure plate to be exact)
Check the valve clearances also, best done warm but you cant do that so it will have to be cold, then check the timing, if the compression is still low squirt some oil in the bores, re-check the compression, if it goes up a load then its the rings possibly.
If you do get good compression later and the thing still won't start, I have the DTI and tools required to set up the Bosch VE pump
If the engine is bollloxed then I have a 1.6TD from a passat you may be interested in
