Max weight for tow bar

My van has a tow bar on from when I bought it. There's a sticker on the back with a vertical arrow and labelled Max 1000kg. Does anybody know if this is the max weight in a downward direction, or max towable weight. I'm thinking of towing a trailer with van on and didn't want to break it with excessive weight.

It's the nose weight, max allowed to be resting on the ball.
