My top up tank had a crack in it (and therefore had no water in it) for 2 years, until I got another one at a show.
As long as the header tank remains full (i.e. no water usage) then it doesn't really matter.

it does matter , if it didnt then why did Mr Vw put it there , as the coolant get hot and expands it pushers a wee bit into the tank and then as it cools it sucks it back in .
