If it is the same as my two swivels the lever is under the front of the seat and you push it down as I remember (or is it up) then the locking system is free. The lever is in fact a bent piece of thick wire. Mine take a bit of a bum shake to get them moving and the seat may need sliding back or foreward to clear obstacles on its way round. You may find a seven year old more knowledgable although somewhat more expensive!
Cheers

Yours might be stiff like mine (ooer). The thick wire bit has a loop at the end and located as if between your ankles should you be sitting in the seat. We push it down about two centimetres then have to shove/pull the seat really hard to turn it clockwise. I've found it easier to do it with the passenger side door open for the passenger side seat.
