Vanagon square headlights, whats the inside ones for?

Ok, maybe a supid question but as i've never had a square headlight model before i'm unsure as to how the headlights operate.

The inside headlights are wired seperatly to a switch in the dash console, and only come on when the switch is activated and headlights are on.

Now, i know this can't be right as there wired up to the heated rear window switch
So what are the for?

Are the seperate fog lamps or are the mean't to be activated when full beam is on ?

They should just come on when you turn on your full beams. Theyre wired into the same switch.
