LPG storage tanks for heating house (domestic use) are different from tanks for engine use or filling tanks from. Tanks for filling other tanks and bottles have pump system to move liquid lpg into another tank and shut off when tank is full of liquid/pressure limit. For domestic use, lpg in gaseous state is taken from top of tank into line to furnace/hob/fridge. For engine/refill use liquid is drawn from bottom of tank into line to vaporizer or pump. This is why you can't use same tank for engine and hob/fridge.... well not from same line off of tank. There may be some tanks plumbed for both gas and liquid.

You can move liquid from one tank to another until pressure is equalized in both tanks. We used to do this from a big stationary lpg engine tank for our bbq and rv bottles, but they were only filled to whatever level the big stationary tank was... still cheaper then paying to get tanks refilled.
