The throttle damper won't cause those sorts of problems.

Give the carbs a good clean out? checking for air leaks?
Also when starting depress the throttle while turning the key so its on hi revs when starting.
Mine sometimes stalls during the winter, but i was told to start the engine with a bit of throttle it also suggests doing this in the manual for the Aircooled T25.
Good luck.

Cheaked all the air pipes cant see any problems, just pulled out a spark plug its kind of black not rediculous but i might change them anyway its been about a year. ill drain the carbs later ment to do it but it got dark, i hate it when the nights start closing in
