Just had a quick look at my van ...no such wire.

Must be something aftermarket / camping related.

If I were you I'd just head off and bring some spare wiring and tools.

Whatever turns out not to be working during the trip probably needs connecting to that wire then

Well it`s attached to the dash, so it`s an earth, it`s not attached to anything at the other end, so it`s not going to short anything, as it`s just an earth. If something isn`t working, then that is probably the earth for it, if everything is working, then maybe it was an earth added sometime for something that isn`t there anymore ?

Does look to be non-original.
Keep it real.

It does look none original at the end screwed to the dash. The other end looks like it was inside some sort of connector or connector block, maybe off a car stereo? You could leave the wire there just in case what it came out of turns up, but don't forget to put some tape round the end just in case it touches a live connector if you go over a bumpy road etc.
