Front seat belt mounting?

Is there any reason why the "bottom" end of the front seat belt can't be mounted to the base of the door pillar below the reel? Seeing as where it is mounted on the wheel arch it attracts rust, it just makes sense to fix it to the door pillar.

any ideas???

The only criteria i would imagine is that where it bolts through has to be reinforced, so simply drilling a hole and sticking a bolt through may fail an MOT.

Was thinking of mounting a reinforcing plate behind too before bolting on.
