Steering Column spacer

I am trying to remove the spacer so that I can fit a Polo Mk3 wheel. Has anyone any expeience taking this spacer out as it seems to be stuck tight. I think it may be nylon in material and goes around the steering shaft, Pliers seem to chew it up. I thought of cutting off with a stanley but last resort. Advice appreciated.......

I have fixed this problem. The nylon spacer needed more gentle persuasion.
