Cant get it to start on choke

Cant get it to start on choke

We have a 1.9dg Petrol 1989 pierberg 2e3 carb


We cant get it to start on choke, have to put foot to floor to get it to go, cleaned jets new gaskets, shutoff solenoid clicks, choke flap doesnt seem to stay open when choke is off, and looks like the fast idle screw when choke is off is touching the top of the cam, and not the third notch where it should be?
