I think its off a golf, it stands for economy IIRC.

No, Silverbullet is right. 'Formel E' was the right name for the Golfs. They were an early attempt at maximising economy - 1.0l engines, altered gear ratios, low rolling resistance tyres, a spoiler on the back... I think they were only made for a year or so, they were low-powered and expensive and people began converting to diesel to save fuel money instead.
Formula E is the new electric race championship.
