Pierburg carb problem DG engine

I have put a new rebuild kit in the pierburg carb, the van idles good and steady when warmed up but when cold starting the engine wont idle, the choke must be on as you can smell it in the burnt exhaust fumes, but runs rough its almost like its over choked any ideas what to look at?

if it's not running on fast idle then it needs adjusting or you have not set the choke by pressing the accelerator first.
