Open tailgate from inside?

I can't open my tailgate. Not frozen but possible tumbler issue.

1984 Caravelle. Can it be opened it from the inside?

I could rotate the key back and forth for an age to wear out tumbler but rather not, risk of key snapping obviously.

yep on late, take card off and there is a hole, finger through and pull lever, I'm gussing early van is same.
I cut a hole permanently

We can be a bit grumpy at times though.

worth noting on this thread it shows a factory option for a rod welded on to stop it opening from inside, not sure why you would want that unless you want to lock somebody in
