Strange Electrical point

I've just noticed a bulb fitment ( Well it looks like it) right in the middle of the dash in front of the gear stick just below the radio.
Initially, I thought it was a manual choke :roll:
My Unit is a T25 that used to be a council transport for someone in Wales. Is this a standard fit, and could I use it for something else?
Living in Kilmarnock, proud owner of a vw t25 with a PETROL ENGINE .
