This was working a couple of months ago, but recently noticed when the fan is switched on it now mostly just rumbles and hardly blows any air.
Are there any quick fixes I can try or will it be dash out and swap motor time?
Is it safe to use as is?
Does the blower have to work to pass the MOT?

Definately dash out (Summer job) but you can get to stuff you otherwise couldn't so a good job to do. Ignore anything you find on the web on spraying WD40 or other lube into bearings, it won't fix a worn out fan. Most are 30 years old now. They also draw an extraordinary amount of amps on startup when they age which is why you often encounter higher rated fuses on blower circuit, all of which heats up wires and can cause a fire.
