Starter motor problem? 1980 Aircooled petrol CU

Hello,

Van's refusing to start -- thought it was a flat battery, so tried jump starting it yesterday and it was very reluctant to turn over. Eventually managed it, but only after five minutes of trying ... drove around to charge the battery, tried it again this morning and beyond a very feeble attempt at turning over, nothing. I've tested the battery and it's got a 11.8 v charge in it, so don't think it's that. Am I right in thinking it's a starter motor problem? In which case, a DIY job?
