I have a1983 2.0L CU motor with twin Solex 32 34 carbs

I am having trouble setting up my carbs.
I am following the instructions at the foot of this post.
I am at stage 8
8] disconnect idling cut-off valve wire (#2) on one carburetor and note the decrease in speed, the decrease in speed must se the same when this procedure is repeated on the other carburetor. otherwise. mixture must be regulated by adjusting the volume control (#52).

When I disconnect the left carb the engine always dies. When I disconnect the right carb the RPM drops as expected.
I have adjusted the volume control screw and it makes no difference.
I have also swapped the idle cut off valve left to right and this makes no difference

Does anyone have any ideas?

1] warm up engine
2] disconnect operating rod for throttle valve shaft on right carburetor
3] pull hose off retaro chamber of vacuum unit on distributor
4] pull left hose off air pump and seal the hose
5] disconnect wire from terminal of cut-off valve on central idling system (#2)
6] turn volume control screw (#52) on both carbouterors in as far as they will go. do not use force. then turn out 2 .5 turns.
7] start engine and set idoling speed to 500-700 rpm and co value to 3 to 5 % by turning both volume control screws (#52) uniformly.
8] disconnect idling cut-off valve wire (#2) on one carburetor and note the decrease in speed, the decrease in speed must se the same when this procedure is repeated on the other carburetor. otherwise. mixture must be regulated by adjusting the volume control (#52).
9] connect operating rod for throttle valve shapt, being careful not to change the position of the throttle valve.
10] connect wire to terminal of cutoff valve (#1) on central idling system and install hoses on retard unit and air pump.
11] increase speed briefly and then set idling with the idling control screws to approximately 950 rpm.

I'm not that good on carbs, but I'll try and help from memory.

The idle cut off valve is in fact a fuel cut off. It only allows fuel to flow when power is applied. That part of the test is therefore seeing if the RPM drop when fuel is cut off to each carb in turn is the same.

You have eliminated the cut off valve as being part of the problem

It looks like you have a problem on the right hand carb as that is not delivering sufficient mixture to keep the engine running, so that's either a lack of fuel, air or both. I would make sure you have no blockages
