Thermostat seal - top or bottom?

Thermostat seal - top or bottom?

Hello folks - just in the process of replacing the thermostat on my 1987 2.1 petrol. The old thermostat has a misshapen seal ring on the underside (fitting in the thermostat housing) and a seal ring on top too. When I have gone to fit the new thermostat, it seems to sit too high when I have the new bottom and top seal rings in situ. Should there just be one seal ring and if so, should it be on the top or the bottom of the thermostat?

One seal on the top
AGG 2.0L 8V. (Golf GTi MkIII)
