Should this hole in the back of the gearbox have bung in it?

I presume you mean the hole in the bell housing that you can see from the engine bay?

Then no.
Long ago it was used as a TDC point in a VW service center
It would have had a plug in it that the mechanic used.
You can plug it up, just don't put your fingers in when the engines running :D

there is a plastic plug for the hole pictured, on the syncros it has a hole in the bung and a breather pipe, helps keep crap out of the bellhousing and clutch - most of the engine rebuilders leave the remains of the tdc sensor in to bung up the small hole for that on right side of engine

hole is for access to torque convertor bolts

XR is correct, it is the access hole for undoing the the torque converter bolts when removing the engine.
Originally it did have a bung.
