Engine rebuild/ advise

my 1.9 watercooled t25 westy engine is a bit tired i think smells very oily (strong fumes smell) it also failed smoke test on emissions when i pull up anywhere especialy at lights it pens and is embassing I am in Stockport does any cat out there know of a good engine recon/rebuilder and what kind of price i would be looking at???

Its a 83 westy pop top will it be dg or df engine whats the difference?????????????
