Westy sill advice

First of all some pics

The nearside sill behind the fridge has blown pretty much the whole way along. Having removed the furniture etc things are worse than expected and the top of the inner sill is non existent and the seams have disappeared on the sill and the side panel where they butt together .
Question is how do I repair this ? MOT is due at the end of the month, presume the sill is a fail as is and the steps also need doing. Any thoughts or suggestions on why the sill has got so bad and how best to repair. Thanks in advance.
