The highest GVW axle weights are 1200kg front and 1300kg rear so the tyres need to be at least 93 load rated(650kg) each.... but higher the better.
97 was stated in the VW handbook but that was over 30 years ago when tyre technology wasn't what it is today.
The very same 30+ year old VW handbook also stated to use only leaded fuel as well....
"XL" on tyres has nothing whatsoever to do with the actual load rating of a tyre....it means the tyres can be inflated to higher pressures(due to stronger sidewalls) when used on vehicles which can carry heavier loads.
