What is this covering around the engine bay cover??

What is this covering around the engine bay cover??

See attached pic... Some has lifted at the side with surface rust but most looks ok... but I would rather remove it all and clean and paint underneath... but will I be able to replace it? Looks like it is moulded to the ribs pressed in the steel? Maybe like a flexible bitumen type roll that has set? I have no idea what is called...

Factory sound deadening methinks

I might just remove a small amount around the edges to see if the rust spreads under... seams a shame to remove it all... but if I have to what is a suitable product to replace it with?

Plenty of sound deadening materials about such as silent coat.
