Hmm, I think you'll find that what is left ispretty flaky and falls apart in your hands. When faced with a similar situation I think I did manage to feed some decent cable between the various strands and solder into place to make a connection. IIRC that was because I was in the midst of recommissioning the car and didn't want to be held up or spend on a new starter until other issues were solved. I think it's still on it
Best option may be to take it to a starter / alternator refurb place and ask them to replace the cable
