Zoom in, it says "Tighten diagonally, retorque twice more after intervals of 5 minutes"

Not my reading.

Torque diagonally to the 10NM.

Let it settle for 5 minutes, then go around again at the same setting

Repeat.

I don't even have a torque wench that goes that low, and I have 4 of 'em

Yes it means to recheck torque again after 5 mins as the gasket will settle.
