You don't really need a clutch to drive a vehicle. Start in gear, easy changes up and a blip on downs. Traffic jams on up hills are a challenge. I once drove 200 miles home from Cornwall borders with no clutch.
You could (just) drive without a clutch but who'd want to when trying to get a brisk getaway, and few know how to do it. Tried it in mine once and gave up after a couple of minutes. T3 not the easiest to drive clutch-less. The alternative would be to put it on the brake pedal but last thing you want is for thief to run into the back of something too. Better fitted than not I think.
