2 speed rad fan

Hi can anyone tell me how the 2 speed rad fan should work, I've owned mainly air cooled over the years and I don't think mine is working as it should.....
I've bypassed the switch on the rad to test the fan but I've only got one speed working.....
It only comes on when the needle is almost at the hottest on the gauge, should it come on before that??
