Ok well it won't help your issue.
The choke pull down is only operational for 6-8 mins.
After that it's redundant.
But air can still be drawn through it
AGG 2.0L 8V. (Golf GTi MkIII)

I have had a good think about this now. The choke pull down unit is there to hold the throttle flap open slightly. If it isn't working then the choke flap stays fully closed. The pull down unit opens it slightly to give a high start idle by letting a throttled amount of air past. When the engine has warmed up the choke flap is fully open so the pull down unit is not having any effect. It does still have vacuum applied to it though and so if the diaphragm is split, this is a constant direct air leak. Upshot of all of this is that I have replaced the pull down unit and my hesitation problem has completely gone.
