Surely that's not from wear... has it been drilled out by someone?
The bolt's a bit odd too – the bit with tape on it is wider, then there's quite a bit of wear on the adjacent section where the metal is very polished.

I've checked the alternator bracket and that all looks good. There is quite a bit of black dust around so excessive belt wear is possible (don't know the age of the belt so can't say for certain). It's a 1m belt and there was a bit of play in it (1/2 turn vs 1/4 turn) even though the alternator was at the limit of the adjusting bracket. It also looks like the aux belt has fouled the oil filler pipe on more than one occasion (two different locations, both grooves a few mm deep). Is this common? That could also be the source of the black dust. I have no idea how serious this is other than it obviously not being ideal.
