The panels can't increase static pressure on the front of the radiator, in order for that to be true they would have to project out in front of it at angles like a giant funnel with a larger aperture area than the radiator itself. What effect they do have is to block some of the air volume that would slip around the radiator at speed and increase the pressure behind the radiator. When moving they merely improve the balance of pressure across the radiator. The effect at a standstill is to limit hot air backflowing out the front when the fan runs and raises the pressure behind the radiator. Both of these effects are quite marginal and matter only in very high ambient temperature conditions.

Re: Cardboard shroud / baffle under radiator
I think they do a bit to reduce wind/road noise as well. We had a LOT of welding and body work done a bit ago and when we got the van back it was noticeably noisier; like tyre noise, wind roar etc. It turned out that most of the cardboard baffling (?) had disintegrated on removal and not been replaced. Another Winter job while still on SORN?
Are we going on anything else?
