When you turn the ignition nothing at all except oil light and alternater light light up
Is this starter motor jammed ?

Could be - or low voltage starter battery or..
or... or...
Have you tried giving the starter motor a gentle tap while someone turns the ignition? And jump leads from a starter pack / other vehicle?

When you turn off ignition both red lights stay on

Check ignition switch as well as starter although its probably the switch. Switches don't last forever and they're cheap enough to replace.

If you turn the key and nothing happens (not even a clicking sound) then the solenoid on the starter is stuck or not working (assuming you have 12V to the starter, and to the solenoid when ignition switch is turned).
If it was working previously, try gently tapping the solenoid casing ( the smaller of the two cylinders that comprise the starter motor) with a hammer a couple of times.
If it then works, you'll still need a new starter, as it's on its way out.

or as happened to me last week the wire from the ignition to the starter solenoid fell off.
same result, lights on, no click or starter turning.
Fixed by replacing the crimp connector on the wire.
check all the connections to the starter.
