No expert, but from experience I know that repairs to solid colours ( 2 pack ) are easier than base coat & lacquer.

Base coat and lacquer can mean either a metallic or mica (2 stage pearl) finish. Basically, the base colour is laid on and shall have a flat matt finish, and the lacquer (which is a 2 pack material) gives the high gloss.

Or, you can have a sold colour base coat and clear finish, I. E any colour you like which again is flat, and the lacquer goes on top.

Or, you can have a cheaper cost alternative where you simply have a can of whatever solid colour you like, that is mixed with 2 pack hardener ( the term 2 pack basically means it's a 2 component product, where the hardener, or activator, chemically cures the paint or clear laquer) and drop of thinner, and that is put straight on with no laquer required as it shall have its own gloss built in its mix.

Most older cars and vans finished in a solid colour have the latter paint; the solid-colour-basecoats came into the fore 15 odd years ago and most new cars and vans are using that. Basically, it's much easier to colour match as the base can be blended to an adjacent panel and lacquered over the lot and has a much higher gloss level.
