Panel repair questions

Hi all
We are currently trying to sort out some unsightly rust areas on the van.
We uncovered this lovely bodge, and are a bit stumped as to how to proceed - hoping to avoid removing the windscreen.

Basically whoever carried out this 'repair' overlapped a new panel so that the new one goes over the top and face upwards, so water has collected underneath. The old panel is a complete Swiss cheese.
Trying to upload pics on here - it keeps saying that the file is invalid? Using jpegs.
Any advice would be appreciated.

Get a photobucket account and use that instead of trying to upload here, otherwise you'll have to resize the life out of them.
