There is a hole in my chassis near the rear suspension that apparently can't be welded due to filler in the lower side panels and if I start having to replace panels it will get expensive real quick.
Anyone have any advice as to what I can do to fix this?

More filler if you want it quick & dirty or full resto. Was that what you wanted to hear? You should not try to lift the van afterwards with the standard jack if you want to change a wheel though...

For a permanent repair you'll need to ditch the filler and replace with metal, but thats probably not what you wanted to hear
