Fuel gauge T25 air cooled

The fuel gauge in my T25 isn't working, was told its the Voltage regulator that is at fault? Anyone think that is right, or any other suggestions. Trying to avoid taking the tank out for float replacement

Just fixed mine.
Earth had come loose, reached it from wheel arch then extended it and earthed it to the chassis until i need to have tank out.

Is the earth on near side or off side? I have looked under the arch but could not see or feel a wire.
