Only thing you can do at this present moment in time is remove it and replace with good second hand one. Welding a no-no other than where spring sits. New ones about to flood the market but there are still some really good s/h one about.

I have repaired them where the bushes fit (scaffold tube is the perfect size) but rot like that would take a bit of building up and the arm may well distort.
Probably not worth the effort.
JP repro ones are not far off, as already said.

Always felt, providing a jig was made up, that better trailing arms could be made up and out of stronger steel.

Hi, my son had this on his 1980 Devon. Both arms turned out to be bad along with extensive rot around where they were mounted and into the sills. And all bushes were gone and not reusable.
He was lucky and managed to get original used ones off ebay in very good condition, they cost about £200 but small compared with the welding and fitting work required.
It turned out to be a lot of work.

What's involved in fitting one if everything else is ok. I'll be getting some new bushes as well.
Is it a long job. Could not find info on the wiki.

After BW i have found these guys to be my favourite supplier, right first time every time.
These arms come with bushes fitted.
The ones I bought looked new, no sign of any welding or repair.
Fitting was a pain in the ass, I had to cut the bolts out using various grinders, a reciprocating saw is the best tool, I'm told.
Its not that the bolts are seized, they rust to the metal bushing inside the rubber.
I reckon with the correct tool it would be an hour or two including the inevitable brake line replacement.
Also worth noting that you can avoid disturbing the hub bolt by taking off the bearing carrier, saves getting the big bar out.
