It is an auction item. Ebay says the seller is not posting outside Germany. It is common, however I had success drawing some sellers to do the international postage.
Try to ask the seller for the fee of the postage to your address. If gives you a cost then will post to foreign country, if verifies the exclusively inland post then you have to search for another auction.
Usually they don't speak english, so recommended to write in german, but worth a try.

And (or But, depends on the point of view ) then you will find only the local (to country afffix) or surely international sold items.

No - you have already found it on the non-uk site, you are not searching .co.uk just viewing the item there.
Many sellers on .de say Germany only but I have found that most are amenable to posting to UK.

Ok, I figured out. If you change the .de to .co.uk in the particular web address, then the Ebay stuff (headers, buttons, etc.) will be shown in english.

so i won the item
and it gave me an option to pay on collection
which i said yes to, then the buyer tells me he doesnt provide this service
is there any way to cancel this and pay by paypal
so confusing

Not confusing - no Paypal available as with a lot of German listings, bank transfer is the only payment method listed. From the UK this will cost you £30 -£40 depending upon your bank!
Why they aren't forced to offer Paypal like UK listers I never got a good answer for.

i was in touch with the seller and he said he accepts paypal
i hit pay on collection button
and now it wont let me pay?
trying to cancel this option is confusing

Ask him to send an invoice - that is what I do when they will accept Paypal but it isn't listed. That way you will get his email address to send the payment to - I usually pay as gift to save them the fees. Slightly risky as there is no dispute available if things go belly up but I have never had any problem yet with using this method for German Ebay. A bank transfer is so expensive I feel that it is worth a risk!
If you have hit pay on collection of course it will not let you pay by any other means such as Paypal!

German laws are stricter in personal data management and german people are more caotious sharing their data to others. Like there is no google streetview in germany. So Ebay cannot force the use of paypal and germans not trust to use paypal.
I think if paypal account is not connected to the ebay account then you cannot issue an invoice within ebay, but not sure. I had no luck using paypal when it was not listed as a payment method.

And that 30-40 gbp fee is absurd. I thought my banks 7EUR fee is high.

99% of my ebaying is done on .de, never had an issue over the years. Many sellers now accept PayPal along with bank transfer along with being very open to overseas postage even though it's not listed. Just often drop them a pm and they ill more than likely accommodate you. I have never been declined unlike some other national eBay site. Get him to send you a PayPal invoice with details of the item bought. Pay, when item received just update eBay to note item paid on collection.
